Village Administrator - Logan Fuller

Biography
Logan was raised in Oshkosh, Wisconsin. He is a proud father of two teenage sons and enjoys supporting their involvement in sports and music. Logan is a graduate of Oshkosh North High School and holds a Bachelor of Science in Business Management from Post University, along with additional professional certifications from The George Washington University.
Logan retired from the United States Army, serving in the Infantry as well as the Tactical Psyop Regiment. His service included operational and institutional assignments both domestically and internationally. Following his military retirement, Logan transitioned into the private sector, where he held leadership roles in contract proposal management, program management, and global customer management within the defense and aerospace sectors, including positions at Oshkosh Defense and Plexus Corporation.
Since June 2023, Logan has served as the Village Administrator for Winneconne, overseeing all municipal operations, financial planning, and strategic initiatives. He works collaboratively with partners at the local, state, and federal levels to support long-term community success. In addition, Logan serves on the Board of Directors for the Greater Oshkosh Economic Development Corporation (GOEDC) and the Winnebago County Industrial Development Board, contributing to regional economic development and investment.
Role of the Administrator
The Village Administrator serves as the Village’s Chief Administrative and Operations Officer, responsible for overseeing the day-to-day management of all municipal services and offerings. This appointed position requires a two-thirds (2/3) vote of the Village Board and ensures the effective implementation of policies and priorities established by the Board while maintaining efficient, transparent, and responsive government services. The Administrator provides leadership across all departments, manages the annual budget and financial operations, supports community and economic development initiatives, and coordinates with local, county, and state partners.
Responsibilities
The Administrator serves as a key point of contact for residents, businesses, and stakeholders, promoting clear communication and public engagement. Through strong leadership, fiscal responsibility, and a commitment to high-quality service, the position ensures that Village services align with community goals and that Winneconne remains a well-managed, sustainable, and forward-looking community.
The Administrator’s responsibility extends to supervising all municipal departments through their department heads. The Police Department is represented by the WPPA. The Administrator is responsible for the direction of all Village departments and offices, subject only to statutory and municipal ordinance limits.
